We think this is a special place and hope you’ll discover the unique attributes of Miners’ Village. We feel fortunate to live in a beautifully landscaped village adjacent to private nature trails with abundant trees and wildlife. Within a block or two, you’ll find a supermarket, restaurants, and a host of services.
No doubt you have questions, particularly if you have never lived in a neighborhood with CC&R’s (Covenants, Conditions & Restrictions). These CC&R’s are meant to protect your quiet, friendly lifestyle and preserve the value of your home. Once settled in, we encourage you to become familiar with the Miners’ Village CC&R’s and the separate Gold River CC&R’s, as well as the specific policies of Gold River and also Miners’ Village. If you don’t have a copy, all documents can be found on the website www.goldriverca.org. Choose your community, top right, to view Gold River Community Association or Miners’ Village.

Your Miners’ Village officers and committees are volunteers who can help in many ways. We encourage you to attend monthly meetings of the Miners’ Village Board, held the first Tuesday of every month at 6:00 PM in the Gold River Community Center, 11715 Gold Country Boulevard – less than a mile east of our village. This is a great way to meet your neighbors and get a better sense of how the village works.

Miners’ Village Board of Directors

The following information is provided to help you understand the nature and structure of the Miners’ Village Homeowners Association. Since it is not intended to be a strict paraphrase of village documents, in cases where there is a conflict between the information provided here and legal village documents, village documents take precedence. Nature of Miners’ Village Organization
The Miners’ Village Owners Association was incorporated on November 28, 1983, in the state of California. The Association is responsible for the operation and maintenance of the common property within the development. The development consists of 118 residential homes.
The Association derives its authority and responsibilities from its Declaration of Covenants, Conditions & Restrictions, CC&R’s. An elected volunteer Board of Directors makes most policy decisions and oversees daily operations. Membership in the Association is mandatory for all owners. Voting members consist of all owners who are entitled to one vote for each unit owned. Each owner is obligated to pay monthly assessments to the Association to support its operations and purposes.
The Association is a member of the Gold River Community Association (GRCA), a master association consisting of 25 sub associations in the Gold River area. In exchange for assessments based on number of parcels and owners, various management functions are performed by the master association.
Budget
Each year, the board prepares a budget for the following year, and homeowners are mailed a copy. The main components of the budget are the GRCA assessment for administrative support, maintenance of the common area, landscaping of the front yards (including tree pruning), and contributions to the Miners’ Village reserve fund. The GRCA assessment, combined with the Miners’ Village assessment, determine our annual dues.
Reserve Study and Fund
By state law, homeowners associations are required to maintain sufficient cash reserves (Reserve Fund) to cover the maintenance, repair, and replacement of long-term capital items jointly owned by Miners’ Village homeowners. The reserve fund for Miners’ Village supports the maintenance of the common areas, including streets, painting of all village homes, and ongoing landscape improvements.
Security Patrol
GRCA contracts for a roving, 24-hour-a-day, 7-day-a-week patrol service. Marked Gold River trucks with patrol officers conduct random patrols of all villages and nature trail areas. These patrol officers are not law enforcement. If you have a security concern or observe suspicious activity, you can contact them at (916) 978-3889. They will also patrol your home if you request a vacation watch. If you observe a crime in progress or have an emergency concern, contact the Sacramento County Sheriff's dispatch via 911, or call (916) 874-5115.
A Village of Volunteers
Most of the jobs necessary to maintain Miners’ Village at a high quality level are performed by homeowners who volunteer their time. This includes the five positions on the Board of Directors. The Directors are homeowners elected by a vote of all owners and are required by the CC&R’s to conduct all of the village’s legal business, enforce its rules, and ensure its physical maintenance. The Directors oversee several committees, including Landscape, Architectural, Communication, Rules, and Painting.
The work by the Directors and committee members is absolutely necessary to maintain the high quality of our living environment and the value of our property. We all purchased homes here because of that high quality and value, so we owe a word of thanks to all previous boards and committee members. It takes many hours of work to do these jobs well, and there is always a need for volunteers.
To run for the Board of Directors, you must fill out the required paperwork before the September deadline. Homeowners will be notified of the request for nominations in advance. The Board term is two years.
Communication
As volunteers, the Miners' Village Board of Directors and committee members work from their homes. Using their personal phone numbers or email addresses for communication could intrude on their personal time. In most cases, a single board or committee member cannot make decisions; issues must be brought to the full Board. The GRCA provides staff support. Please use the following communication methods:

Landscape Requests
Owners with landscape maintenance or repair requests may communicate with the Miners’ Village Landscape Committee using one of the following options:
1. Submit a work order on the GRCA website at: www.goldriverca.org.
Choose Miners’ Village, top right.
Click on Requests in the left column. Choose they type, fillin, and submit.
2. E-mail the GRCA office at reception@goldriverca.org or call (916) 635-1993.
3. Submit a request in writing to GRCA, 11715 Gold Country Blvd., Gold River, CA 95670
Attn: Miners’ Village Landscape Committee
The landscape committee will respond to each request by investigating the issue, recommending appropriate actions and responses to the Board of Directors, and implementing appropriate resolutions as directed by the Board. Irrigation problems reported during the week are copied to the landscape vendor and will be addressed.
Emergency Landscape Requests (Between 9AM and 5PM Monday through Friday)
Emergency requests should be made to our landscape contractor through GRCA in the event a perceived emergency occurs- large broken tree limbs, down trees, or broken water lines. A record will be created and a work order issued so the emergency can be handled prudently.

Common Miners’ Village Policies
In addition to restrictions and rules laid out in the Miners’ Village and GRCA CC&R’s, Miners’ Village has adopted a number of policies. Policies in their entirety are posted on the Gold River website: www.goldriverca.org., Choose Miners’ Village, top right. Click “Documents” in left column, then click “Governing Documents, Owners”. GRCA also has separate policies that we must abide by. It is the homeowners’ responsibility to know the CC&R’s and policies of GRCA and Miners’ Village. Below is a basic review of just some of the Miners’ Village policies.
Architectural Policies
GRCA and Miners’ Village both require homeowners to submit an Architectural Approval Application for ANY exterior improvement, change or repair to your home. You can download an application from the website. This application must receive approval prior to starting work on your project. This includes, but not limited to, painting, roof restoration or replacement, fence repair or replacement, shade structure, window replacement, cement work, or heavy excavation in the backyard. If you are unsure of whether you need to submit an architectural application, please contact our village manager.
Please remember that no contract work is to be done on the weekends or holidays, and all work must not start earlier than 7:00AM, and must end, with clean up no later than 5:00PM. Please discuss with your contractor the village policies regarding work hours.
Front Yard and Planter Area Policy
All entryways and walkways shall be kept clean, in good safe condition, and clear of clutter. The size of the entryways in Miners’ varies greatly from small to spacious. This policy gives latitude to all homeowners for entryway furniture and plant containers that are most appropriate to the home’s entryway size and configuration.
Furniture: Chair or bench of heavy decorative iron, heavy stone or heavy wood. Color must be compatible with exterior color of home. Materials, design and color must be approved by the Miners’ Village Board of Directors.
Plant Containers: Size and number should be appropriate for the size of the entry and not present a cluttered appearance. All containers must be matte or glazed finish ceramic compatible with house color, terra cotta material, or natural cedar or redwood. Container size shall be no smaller than approximately 12”X12”X12” and not be taller than 36” or exceed a diameter of 36”. All containers shall have healthy, natural living plants maintained by the homeowner. No hanging plants allowed in the front of the home. No hanging objects front or back that are visible from the common area.
Wreaths A well maintained seasonal wreath is permitted on the front door only of the home, outside of the traditional holiday periods, and hung at eye level.
Parking Policy
Parking of homeowner vehicles must be in the resident’s garage and not left on the street or on the driveway as delineated in the CC&R’s. Commercial vehicles may only be parked at a residence from 7:00AM-5:00PM Monday-Friday. Commercial vehicles may not be parked on the street or driveway overnight.
Guest Parking: Overnight guest parking in front of a residence or in the driveway is allowed for a period not to exceed 7 days consecutive and not to exceed 14 days cumulative per year.
Any guest parking in questionable instances should be brought to the attention of the Rules Committee to preclude a violation.
Recreational Vehicles: Motor homes, travel trailers, boat trailers, watercraft, or recreational vehicles of any type, may be parked in the homeowner’s driveway, or street in front of their home for the purpose of loading and unloading before and/or after use. This is limited to no more than one consecutive night at the beginning and/or end of a trip. This recreational vehicle loading/unloading overnight parking will be counted toward the residence’s 14 days of guest parking. Guest visitor parking of recreational vehicles is never allowed overnight.
Holiday Decorations and Lighting
Halloween: Decorations may be displayed for one (1) week before and three (3) days after.
Thanksgiving/Christmas: Decorations may be displayed from the Monday before Thanksgiving through January 2nd of the following year.
Garbage Cans
Garbage cans are to be placed in the gutter for pickup and not to obstruct the sidewalk. All garbage cans are to be placed behind the homeowner’s front gate the same day as trash pick up occurs. Miners’ contracts with our landscape contractor for porter service, which returns garbage cans to the outside of the gate. Homeowners are responsible for bringing cans behind the gate the same day that garbage pick up occurs.
